- An African American female student graduating from a public or private high school located in Chesterfield, Hanover, Henrico or Richmond City
- Cumulative GPA of 2.5 or higher
- Demonstrated financial need
- 300–500-word Essay: Topic – “What Impact Would This Scholarship Have on Your Education?”
